HOA rules and building permits in Pinellas County

Two separate questions decide whether a system can go on the house: association rules, and the building department that governs the parcel.

HOA and architectural review

Many Pinellas subdivisions limit color, brightness, and whether lighting may stay up after a posted January date. Those January deadlines were written for temporary strings. A permanent system that disappears by day is a different product, but the association still has to see it.

Permit rules are not the same in every Pinellas zip code.

  • Work inside a city follows that city’s building department. Clearwater applications run through the City of Clearwater permitting portal.
  • Work in unincorporated Pinellas follows Pinellas County residential permits. Electrical work is its own trade permit type.
  • As of July 1, 2026, Florida law created limited permit exemptions for some small residential projects under $7,500 in unincorporated areas. Pinellas County’s exemption page is clear: electrical work does not qualify, and flood-zone properties are excluded. Do not assume a lighting job is exempt.
